KMRL gears up to appoint consultants to upgrade detailed project report.

Adopting the Metro rail policy of 2017 - issued by the ministry of housing and urban affairs (MoHUA) - Kochi Metro Rail Ltd (KMRL) is looking for a consultant to update the existing detailed project report (DPR) for phase-III extension of the Metro (from Aluva to
Angamaly) with a link to Cochin international airport (Cial). The agency will take the RFP route (request for proposal) to find consultants.

Along with this, the Metro agency will ensure preparation of alternatives analysis report, financial cost and analysis, detailed economic analysis and upgrade DPR by including multi-modal integration plan, transit-oriented development (TOD) plan and value capture financing (VCF).

KMRL had prepared a comprehensive mobility plan in 2016-17, and DPR in October 2015 for the stretch from Aluva to Angamaly including the airport link. The multi-modal integration plan in 2017 and TOD plan 2015 had been prepared only for phase-I.

'The consultant will first take up the alternatives analysis report task and then based on the report DPR will be updated,' said a KMRL official. They will have to complete the work within a period of three months.

The consultant will have to deeply refer the Metro rail policy 2017, appraisal guidelines for Metro rail project proposals, National TOD policy and VCF policy framework, which were issued by MoHUA.

'The consultant will have to ensure that all activities adopt the policies and guidelines issued by the government,' added the official.
