NLC India Ltd Awards BHEL Contract for Odisha Thermal Power Project

NLC India Ltd has recently granted the Engineering, Procurement, and Construction (EPC) contract to M/s. BHEL for the establishment of a Pit Head Green Field Thermal Power Project with a capacity of 2,400 MW (3 x 800 MW - Stage I). The project will be based on Ultra Super Critical Technology and is slated to be located in Jharsuguda District, Odisha. This decision comes after the competitive tender process under the International Competitive Bidding (ICB) route.

The comprehensive scope of the EPC contract encompasses engineering, manufacturing, supply, erection, and commissioning of equipment, including boilers, turbines, generators, balance of plants, Flue Gas Desulfurization (FGD), and Selective Catalytic Reduction (SCR) for the 3 x 800 MW - 2,400 MW Stage-I.

The entire power output of 2,400 MW has already been allocated to the states of Tamil Nadu, Odisha, Kerala, and Puducherry through Power Purchase Agreements (PPAs) that have been executed.

To fuel the Thermal Project, coal linkage is secured from the 20 MTPA Talabira II & II] OCP mines of NLCIL, which have been operational since 2020 in Jharsuguda and Sambalpur Districts of Odisha. The required water for the project will be sourced from the Hirakud Reservoir, and the generated power will be evacuated through the Inter-State Transmission System (ISTS) and the State Transmission Utility (STU) Network.

The project is designed to comply with the latest pollution control guidelines, incorporating technologies like FGD and SCR. Additionally, the boilers will be engineered to facilitate the co-firing of biomass as part of a green initiative aligned with the Ministry of Power guidelines, along with the implementation of biomass handling systems.

The commissioning of the first unit of the project is scheduled for the financial year 2028-29. Positioned as a Pit Head Thermal Project, it is expected to offer competitive variable costs, allowing NLC India to deliver low-cost power to its beneficiaries. This strategic move emphasizes the company's commitment to sustainable and cost-effective power generation.
