Assam Cabinet Clears Land Acquisition Funding for Guwahati Satellite City.

The Assam Cabinet recently approved ₹2,100 crore for the first phase of land acquisition and development of the Aerotropolis Satellite City near Guwahati airport, besides clearing a proposal for a Taj hotel near the upcoming semiconductor facility in Jagiroad.

Chief Minister Himanta Biswa Sarma said the Cabinet granted administrative approval for utilisation of ₹2,100 crore for land acquisition and development of the satellite city. The total land acquisition cost is estimated at around ₹4,000 crore, he said, adding that discussions with landowners are already underway.

The Cabinet also approved the draft lease deed between Assam Industrial Development Corporation Ltd and Indian Hotels Company Ltd for development of a Taj Gateway Hotel at Jagiroad. The hotel is expected to serve the ecosystem emerging around the Tata semiconductor facility.

Aadhaar relaxation for Moran, Matak communities

The state government extended the relaxation on fresh Aadhaar enrolment for people from the Moran and Matak communities aged 18 years and above until March 31, 2027.

Sarma said the relaxation was initially extended to Tea Tribes and Adivasis but was expanded to the two indigenous communities as many members had yet to enrol for Aadhaar.

The Cabinet also approved a zero agriculture tax for small tea growers with net agricultural income of up to ₹10 lakh, a move aimed at keeping most small growers outside the tax ambit.

For foreign-language training under the CM-FLIGHT programme, the Cabinet approved a revised payment structure for the Foreign Language Training cum Implementation Partner. Each candidate will receive ₹1.50 lakh in four instalments, Sarma said.

₹118.58 crore for Jibon Prerana scheme

The Cabinet approved a budget provision of ₹118.58 crore for 2026-27 for the Chief Minister's Jibon Prerana Scheme, under which graduates receive ₹2,500 per month for one year.

It also approved the issuance of OBC Non-Creamy Layer certificates in a prescribed state format to eligible members of six communities that are included in Assam's state OBC list but not in the Centre's OBC list for the state.

Police verification for government jobs

In line with a Supreme Court order, the Cabinet approved mandatory police verification for government appointments. The verification will have to be completed within six months of a candidate joining government service.

Sarma said appointments would initially remain provisional during the verification period. If the police fail to submit a report within six months, the appointment will be deemed confirmed.

The Cabinet also approved amendments to rules governing the superintendence and management of jails in Assam to address caste discrimination and marginalisation, modernise sanitation and security systems, and ensure fair allocation of work.

Power purchase, Bodoland funding

The Cabinet approved a Power Purchase Agreement between Assam Power Distribution Company Ltd and APGCL OIL Green Power Ltd for procurement of electricity from the 25 MW Namrup Solar PV Project at ₹3.45 per unit for 25 years.

It also approved the release of ₹450 crore under the SOPD-G scheme to the Bodoland Territorial Council as the first instalment for the financial year 2026-27.
