The Maharashtra government has approved the Maharashtra Industries, Investment and Services Policy 2025, outlining an ambitious roadmap to boost the State’s competitiveness and position it as a global business destination. A Government Resolution (GR) notifying the policy was issued on Monday, following its approval by the State Cabinet earlier in December 2025.

The new policy places strong emphasis on enhancing competitiveness through improved capital efficiency, sustained structural reforms and the strengthening of key sectors. It aims to establish Maharashtra as a Global Business Destination (GBD) by promoting climate-smart industrialisation and accelerating growth across both manufacturing and services.

Under the policy, the State has set an investment target of ₹70.5 lakh crore (approximately $850 billion) during the policy period. Of this, ₹41.5 lakh crore ($500 billion) is expected to be mobilised from the manufacturing sector, while the services sector is projected to contribute ₹29 lakh crore ($350 billion).

In a significant push to deepen its integration with global value chains, Maharashtra is also targeting manufacturing exports worth ₹12.45 lakh crore ($150 billion). The policy is expected to play a central role in driving industrial growth, attracting global investments and strengthening the State’s position as one of India’s leading economic hubs.
