The Rajasthan government has announced a significant expansion of its water conservation efforts through the Mukhyamantri Jal Swavlamban Abhiyan 2.0. This initiative comes in response to widespread water scarcity reported across the state.
"Under this campaign, we aim to construct 500,000 water harvesting structures in 20,000 villages over the next four years," stated Abhay Kumar, Additional Chief Secretary (ACS) of the Rural Development and Panchayati Raj Department.
Rajasthan, known for being one of India's driest regions, has long struggled with water scarcity. The state receives annual rainfall ranging from 100 mm to 800 mm, leaving many areas without sufficient water, even for drinking. Groundwater levels, which rely heavily on rainfall for recharge, vary significantly across the region. A recent government report highlighted Rajasthan as one of the states with heavily overexploited groundwater resources.
ACS Abhay Kumar emphasized that the Jal Swavlamban Abhiyan would ensure adequate water supply for the state's population and urged public participation to ensure the success of the scheme.
In support of these efforts, the Rajasthan State Industrial Development & Investment Corporation (RIICO) recently mandated that all plot lessees with an area of 500 square meters or more must construct rainwater harvesting structures (RWHS) on their premises to aid in water conservation and groundwater replenishment.
"All plot allottees must notify the concerned RIICO unit offices in writing upon completion of their RWHS," according to a circular from RIICO. Delays in completing the RWHS beyond the designated utilization date, which is yet to be determined, will incur penalties. These penalties will amount to Rs 25,000 per year for plots sized between 500 sq m and 2,000 sq m, and Rs 50,000 per year for plots larger than 2,000 sq m, a RIICO official stated.
Additionally, the Rajasthan Police Housing and Construction Corporation Limited (RPH&CCL) has committed to implementing rainwater harvesting in all its ongoing construction projects.
