Saudi Arabia’s SABIC Agri-Nutrients Awards $3.5 Billion SAN-7 Fertilizer Project to Samsung E&A

Samsung E&A has secured a US$3.5 billion engineering, procurement and construction contract from SABIC Agri-Nutrients Company for the development of the SAN-7 ammonia and urea complex in Jubail, Saudi Arabia.

The project, approved under SABIC Agri-Nutrients’ final investment decision, will include an ammonia plant and two urea plants. Samsung E&A will execute the project on an EPC basis, with completion scheduled for 2030.

The new complex will produce around 3,500 metric tonnes of ammonia per day and approximately 7,700 metric tonnes of urea per day. On an annual basis, the project is designed for about 1.2 million tonnes of ammonia and 2.6 million tonnes of urea.

The investment will significantly expand SABIC Agri-Nutrients’ fertilizer capacity, with annual urea production expected to increase from 4.8 million tonnes to 7.4 million tonnes, representing an increase of about 54%. Commercial production is scheduled to begin in the fourth quarter of 2030.

A major feature of SAN-7 is its integration of carbon-capture technology. The facility will use a post-combustion carbon capture system to capture carbon dioxide generated during ammonia production and reuse it in urea manufacturing, reducing emissions intensity and improving resource efficiency.

The project strengthens Jubail’s position as one of Saudi Arabia’s key industrial and petrochemical centres and supports the Kingdom’s broader efforts to expand industrial capacity under Saudi Vision 2030.

For Samsung E&A, the contract further strengthens its position in Saudi Arabia, where it has executed more than 30 projects since entering the market in 2003. The company also secured the approximately US$6 billion Fadhili gas expansion project in 2024.

Construction of SAN-7 is expected to begin in the fourth quarter of 2026, with commissioning planned for the third quarter of 2030 and commercial operations targeted for the following quarte
