The approval process for the Thiruvananthapuram Metro rail project by Kochi Metro Rail Limited (KMRL) has been further delayed, with the state government still reviewing the proposed routes. The report, which was submitted over a month ago, is awaiting final approval from the finance department.
The report evaluates the feasibility of both underground and overground Metro systems for the route connecting Kazhakkoottam to East Fort, passing through key locations like Sreekaryam and Medical College Junction. Critical decisions on the alignment, such as whether to include the Medical College Junction and which sections may require underground construction, are still under consideration.
Biju Prabhakar, the officer in charge of the project, clarified that the report includes recommendations, not a finalized alignment, and the finance department is currently reviewing the suggestions. He expressed confidence that approval would come soon.
KMRL Managing Director Loknath Behera confirmed that the agency is waiting for the government's decision to move forward. Once approved, the Delhi Metro Rail Corporation (DMRC) will revise the detailed project report (DPR), which will then go to the cabinet for final approval. Behera said the process is expected to be completed within the current financial year.
The state government had asked KMRL to conduct a feasibility study in July 2024 for an alternative Metro alignment to increase ridership, as the previous alignment proposed by DMRC was deemed impractical. The revised plan suggests starting the Metro line at Kazhakootam rather than Pallipuram due to the limited width of the NH 66 median, which would have made pillar construction unfeasible in that section. Additionally, the revised alignment proposes a detour through the Medical College Hospital via Kariavattom, instead of passing through Kesavadasapuram.
Other factors influencing the government's decision include the preservation of heritage areas in the city’s core regions, where elevated metro lines are considered unsuitable. The government also proposed the construction of the Metro yard at the Kariavattom University campus for logistical efficiency.
The initial submission of the full DPR was delayed due to the model code of conduct, with an executive summary submitted in February 2024. The DPR presented two potential alignment options: one through Kariavattom, MG Road, Thampanoor, and Killipalam, and another along NH 66, passing through Kazhakootam, Akkulam, Enchakkal, and Killipalam.
