India's National Green Hydrogen Mission has unveiled a significant allocation of over ₹1,906 crore. This substantial funding comprises ₹1,506 crore distributed among three Ministries and additional support for projects, as well as ₹400 crore earmarked for research and development initiatives.
The Research and Development (R&D) scheme guidelines under the National Green Hydrogen Mission are slated to be finalized by October, with calls for proposals expected to be issued in November. Notably, the mission is considering the establishment of a National Centre for Hydrogen Safety.
Among the allocations made to various Ministries, ₹455 crore has been directed to the Ministry of Steel, extending until 2029-30. The Ministry of Ports, Shipping, and Waterways (MoPSW) will receive approximately ₹155 crore, supporting its endeavors until 2025-26. The Ministry of Road Transport and Highways (MoRTH) has been allotted ₹400 crore, likewise until 2025-26. Furthermore, ₹400 crore has been allocated for other supported projects.
An Empowered Group associated with the National Green Hydrogen Mission awaits the themes and structure of pilot projects from the Ministry of Steel and MoPSW. The second meeting of this Empowered Group was convened earlier this month.
MoPSW has proposed a fund requirement of ₹2,140 crore for developing common user facilities near three ports, namely Kandla, Paradip, and Tuticorin. The Ministry of New and Renewable Energy (MNRE) is set to formulate scheme guidelines to align with MoPSW's needs. MoPSW is also actively working on the transformation of ports into hydrogen hubs.
The Ministry of Road Transport and Highways (MoRTH) is engaging in discussions concerning route selection in coordination with the availability of hydrogen fuelling stations, with Indian Oil Corporation Limited (IOCL). These discussions are scheduled to be concluded by the end of October. The first phase of pilot projects is expected to be rolled out by the end of 2023-24, with guidelines tailored to MoRTH's requirements.
The report also outlines the conclusion of the adoption and implementation of international standards and codes related to hydrogen-fueled vehicles by the end of 2023.
Earlier this year, the Union Cabinet approved the National Green Hydrogen Mission, allocating ₹19,744 crore, with the ambitious goal of procuring 5 million tonnes of green hydrogen annually by 2030. Of this total allocation, ₹17,490 crore has been designated for the Strategic Interventions for Green Hydrogen Transition (SIGHT) program.
