Railways to Develop New Tracks Under HAM Model With ₹16,000 Crore in Private Funds.
The Railway Ministry has restructured six railway line projects across Odisha, Jharkhand and Telangana for implementation under the Hybrid Annuity Model (HAM), following market feedback on the earlier proposed public-private partnership structure.
The projects, aimed at facilitating the transportation of coal, iron ore and bauxite, were initially planned under the Design, Build, Finance, Operate and Transfer (DBFOT) model of public-private partnership.
However, the projects were subsequently shifted to the HAM framework after feedback from the market indicated the need for a different implementation structure.
Under the revised model, private players are expected to participate in the development of the railway infrastructure, with the projects designed to support the movement of key minerals and strengthen freight connectivity across the three states.
The six projects are expected to improve rail infrastructure in mineral-rich regions and facilitate more efficient transportation of raw materials, particularly coal, iron ore and bauxite.
The restructuring marks a move by the Railway Ministry to explore alternative financing and project delivery models to attract private investment into railway infrastructure.
