The Tamil Nadu Energy Department has received several proposals for repowering wind energy projects and expects more in the coming months. This follows the state government’s introduction of the Repowering, Refurbishment, and Life Extension Policy for Wind Power Projects – 2024, aimed at replacing aging wind turbines to optimize wind energy resources.
“We have received 4-5 proposals so far and expect additional submissions. We are currently analyzing these, considering life extension, regulatory requirements, and technical infrastructure,” said Aneesh Sekhar, Managing Director of Tamil Nadu Green Energy Corporation Ltd, at the Windergy India 2024 event.
Tamil Nadu’s total repowering potential is estimated at 7.5 GW over the next few years, with 1.4 GW projected in the near term. The new policy encourages the modernization of older turbines, which could significantly boost the state’s renewable energy output.
Sekhar also addressed the financial restructuring following the unbundling of the state’s power distribution utility, noting that the green energy entity will start with a cleaner balance sheet than the other state companies. “Only loans tied to specific assets, such as hydro assets and fourth-generation plants, will be transferred to us,” he explained.
On future renewable energy capacity expansion, Sekhar mentioned that the approach will depend on the program’s structure. While Tamil Nadu is exploring various options, one possibility is following a model similar to the Solar Energy Corporation of India (SECI), which focuses on procurement rather than direct investment.
He also touched on offshore wind projects, stating that these fall under the Government of India’s jurisdiction. A seabed leasing tender for Tamil Nadu is expected within eight months, following the model used in Gujarat, which involves Viability Gap Funding (VGF).
