Government Greenlights Scheme to Foster Industrial Development in North East

The Union Cabinet has given its nod to the proposal put forth by the Department for Promotion of Industry and Internal Trade (DPIIT) for the Uttar Poorva Transformative Industrialisation Scheme, 2024 (UNNATI – 2024). This scheme is slated to span a duration of 10 years from the date of its notification, accompanied by an additional 8 years for committed liabilities, with a financial outlay of ₹10,037 crore.

The scheme is structured into two parts: Part A, which encompasses incentives for eligible units amounting to ₹9,737 crore, and Part B, dedicated to implementation and institutional arrangements, with an allocation of ₹300 crore.

Under the proposed scheme, approximately 2,180 applications are anticipated, with an estimated generation of around 83,000 direct employment opportunities during its tenure. Additionally, a substantial number of indirect employment opportunities are expected to arise.

All eligible industrial units are required to commence their production or operation within four years from the grant of registration.

The DPIIT will spearhead the implementation of the scheme in collaboration with the respective states. The Steering Committee, headed by the Secretary, DPIIT (SIIT), will oversee the interpretation of the scheme within its overall financial framework and issue comprehensive guidelines for execution.

At the state level, a Committee led by the Chief Secretary will be responsible for monitoring implementation, ensuring transparency, and maintaining efficiency. Furthermore, a secretary-level committee, chaired by the senior Secretary of the state's Industries department, will oversee the scheme's execution, including the recommendation of registration and incentive claims.

The government has devised the UNNATI (Uttar Poorva Transformative Industrialisation Scheme) 2024 as a Central Sector Scheme aimed at fostering industrial development and employment generation in the North East region. Its primary objective is to generate gainful employment, thereby driving overall socio-economic development in the area and fostering productive economic activity in the manufacturing and service sectors.
