Nearly a month after a high-profile groundbreaking ceremony marked the start of Gurgaon’s new metro line, the project remains stalled on the ground due to encroachments and delayed mobilisation of resources.
The agency responsible for constructing the first phase of the 15.3 km corridor has yet to deploy machinery or manpower, with little visible progress at the site. The first phase involves building an elevated corridor from Millennium City Centre to Basai, featuring 14 stations and a 1.8 km spur to Dwarka Expressway. The contract, awarded to Dilip Buildcon Ltd and Ranjit Buildcon Ltd (DBL-RBL) on August 14 at a cost of ₹1,277 crore, was expected to be completed within 30 months.
Gurgaon Metro Rail Limited (GMRL) had handed over 5.2 hectares of land in Sector 33 for a casting yard—where precast metro pillars and segments will be manufactured. However, a recent site visit revealed the land still occupied by encroachers and makeshift structures, with only some earth-levelling work underway. Several truck-trolleys were parked on the site, obstructing full mobilisation.
Officials from the contracting agencies confirmed that despite readiness to begin work, progress is held up as the casting yard site remains uncleared. “Unless the encroachments are removed, setting up machinery and starting production is not possible,” one official said.
GMRL officials acknowledged the issue, noting that the land, provided by the Haryana Shahari Vikas Pradhikaran (HSVP), has been used by transporters for years and clearing it has proven challenging. “We are coordinating with HSVP and the district administration to remove illegal structures and encroachments urgently. The movement of heavy trucks will be affected if the issue persists,” a senior official said.
While pre-construction activities such as test piling, tree cutting, and barricading have begun, visible construction progress remains limited. Officials assured that work on the ground would pick up soon.
The new metro line is expected to boost Gurgaon’s mobility, which has seen little expansion since the Rapid Metro line’s second phase was completed in 2017. The corridor will feature key interchanges at Millennium City Centre (with the Yellow Line), Subhash Chowk (proposed Bhondsi metro line), Hero Honda Chowk (RRTS corridors), and Sector 10 (bus terminal-cum-depot). The plan also includes a ramp to the Sector 33 depot and an underpass at Bakhtawar Chowk.
Once operational, the project is poised to significantly enhance connectivity and ease congestion in the rapidly growing city.
